Data Access

How do I access my data through a third-party app?

You can access your data through a third-party app by using the same username and password you use for your Premera member account, plus an additional level of security called multifactor authentication. Premera offers multifactor authentication to make sure only apps you authorize can access your data. You can complete the multifactor authentication through email, phone, or SMS text messaging, using one-time PINs. You must have a current email or phone number on file to complete the multifactor authentication and start accessing your data.

How does another health plan get my data from Premera?

Another health plan cannot access your Premera health data through the Payer to Payer Data Exchange unless you give them explicit permission. You need to complete these steps to give another health plan access:

  1. Sign in at premera.com
  2. After signing in to your online account:
    • Select My Health Data from the page footer.
    • Select Payer-to-Payer Data Exchange.
    • Select your previous payer (health plan)
  3. Provide consent to the Payer-to-Payer Data Transfer and follow prompts for Previous Payer web credentials. (Please note: Your previous payer may require additional consent or a HIPAA authorization before releasing your data to Premera.)

If you need to update your contact information, take the following action:

  • WA Medicare Advantage members: Contact customer service at the number on the back of your ID card.
  • Alaska Individual members: If you purchased your plan through the federal exchange, sign in to your HealthCare.gov account to update your contact information. If you purchased your plan directly from Premera, contact customer service at the number on the back of your ID card.

To access your data on a non-Premera app:

  • Start by downloading the app you want to use on your smartphone, tablet, computer, or other compatible device.
  • Check if the app has created a connection to Premera, meaning it is able to retrieve your data from Premera.
  • If there is a connection, you can authorize the app to access your health data by providing your Premera member account username and password when prompted. If you don’t have a Premera member account, you will need to create one.

What kind of data will be available through the third-party apps?

Through third-party apps, you can access your health information that Premera has collected dating back to January 1, 2016. It includes:

  • Claims data for health services you have used.
  • “Encounter” data (information about office visits and other provider interactions received from providers).
  • Clinical data from case management, care coordination, and other services. Note that the data the app can access may include information about sensitive topics like treatment for substance use disorders, mental health treatment, or HIV status.

What do I need to know about giving a third-party app access to my health data?

  • The app you choose will have access to ALL of your information. You cannot limit what Premera health data is shared with the app.
  • The app is NOT subject to state or federal privacy laws, including HIPAA. These rules are in place to protect your privacy and health information, but they do not apply once you give the app permission to access your data.
  • Carefully review the privacy policy of any app you are considering. The app’s privacy policy describes how the app will use, share, and possibly sell information about you, so it’s important you review the policy to make sure you are comfortable with how the app can or will use your information.
Protect your data

Protect your data

Due to CMS interoperability rules, Premera cannot control which apps ask to access your health data. Premera requests that apps submit an attestation stating they will follow Premera’s privacy best practices, but not all app developers will agree or respond. That means it is up to you to decide whether or not you trust an app with your personal data.

You will see a warning message if an app that has not agreed to comply with Premera’s privacy best practices asks for access to your data.
