    Important reminder

    Premera no longer sends creditable coverage notices to members on behalf of groups with pharmacy plans prior to the Medicare annual open enrollment period.

    Employers will need to send the notifications required by the Medicare Modernization Act (MMA) to their Medicare-eligible employees and dependents. This act requires employers to let their Medicare-eligible employees and dependents know whether the prescription drug coverage in their employer health plan pays on average as much as the standard Medicare prescription drug coverage.

    Submission of CMS Medicare Part D Disclosure Form

    Federal law requires employer groups to notify the Centers for Medicare and Medicaid Services (CMS) if their prescription drug coverage for Medicare beneficiaries is creditable. CMS requires employer groups to submit a Creditable Coverage Disclosure form each year or upon any change that could affect whether the drug coverage offered is creditable.

    Individual and Medicare Supplement

    We will continue to mail creditable coverage notices, as required under the MMA to individual and Medicare Supplement subscribers.

    Employers offering group health plans must comply with the Medicare Secondary Payer (MSP) statute and regulations (the MSP laws). These laws establish Medicare as the secondary payer to group health plan coverage in certain instances of dual healthcare coverage. The MSP laws are complex and can be confusing even to a seasoned healthcare administrator.

    By the 1st of each month:

    Completed enrollment/renewal materials for new/renewing groups must be received at Premera by the first of each month for groups requesting personal funding account setup to ensure eligibility by the start date.

    By the 20th of each month for enrolling, (or 15th for renewing):

    Completed enrollment/renewal materials must be received at Premera for all other products for new/renewing groups with effective dates of the 1st of the following month to ensure eligibility by the start date.
